In view of relevant case-law, critically assess to what extent Article 17 of the EU Directive on Copyright in the Digital Single Market, could be implemented in a way that would not lead to a general monitoring obligation being imposed on OCSSPs, thus respecting Article 15(1) of the E-Commerce Directive.
