1. After reviewing several of the proposed rules I selected Extension of Grace Period Related to the “Four Walls” for Indian Health Service and Tribal Facilities. This rule is mostly about Medicare and Medicaid reimbursement for tribal facilities. Based on my readings I do not see any cultural sensitivities for this rule.
Culture is the values, customs, social structures, beliefs and patterns of human activity and the symbolic structures that provide meaning and significance to human behavior. Taking this into consideration I believe that all cultures should be given equal consideration in health care policies. Increased diversity of the nations brings both challenges and opportunities to the healthcare industry but having a culturally competent healthcare system will improve the quality of care and health outcomes .
For non-English speaking people they are more likely to experience medial errors, misdiagnosis, incorrect treatment or poorer outcomes unfortunately due to the language barriers, misunderstandings and miscommunication . Aspects that should be considered are genetic differences between cultural groups that can cause different illness, beliefs, values, and cultural practices.
2. The proposal and notice that I selected from the Centers for Medicare & Medicaid Services Federal Policy Guidance is 2020 Federal Poverty level standards. This noticed discussed the poverty standards set in place for 2020, listing that for 48 of the states poverty level would be at $26,200. For this notice, I would say that there are no cultural sensitivities that I can recall that would need to be considered, however, sections and communities of low income households are impacted with this as it does affect their Medicaid eligibility. Most of the individuals impacted in these low income communities are people of color.
